ESR/EISCAT - CLUSTER modes 2 and 2A

Small meridian scan with one pointing direcion along L-shell
(mode 2 is for southward IMF when cusp is to the south of
Longyearbyen, mode 2A is for northward IMF when cusp is
poleward of Longyearbyen).
EISCAT
CP-4-B (dual beam VHF or VHF/UHF - any chance of 3
klystrom operations allowing both?) use minimum elevations. All fixed beam
directions.
Mainly for cusp studies, but also valuable on nightside for looking at
transpolar arcs, activations on open-closed boundary poleward of main substorm
aurora, southward drifting arcs in growth phase. For use all year round, so no
optical support possible in cusp region. I suggest we run 2 or 2A at random,
half the runs will then be for the wrong Bz polarity but the other half will be
OK. Better than losing time resolution trying to cover all latitudes.
